Notice of Public Hearing – Chowan County Board of Commissioners
The Chowan County Board of Commissioners will hold a Special Meeting on Monday, July 27, 2026 at 6:00pm at the Chowan County Public Safety Center, 305 West Freemason St. Edenton, NC.

This meeting will be a public hearing for an amendment to the FY 2026-27 Chowan County Budget in accordance with NCGS159-15. On July 13th Senate Bill 474 is scheduled to became law, which places Chowan County in a one-year moratorium (SB 889) from which Chowan County was previously exempt. Because of the change in law, Chowan County is required to amend the 2026-27 budget to reflect the 2022 schedule of values with a tax rate necessary to balance the budget.

The proposed budget amendment is available for public inspection at the Chowan County Manager’s Office, 305 West Freemason St. Edenton, NC as well as the Chowan County website www.chowancounty-nc.gov  .

Citizens will be given the opportunity to address the Board at this hearing.

The purpose of this meeting will be for the Commissioners sitting as the Chowan County Board of Equalization and Review, to hear and consider timely filed appeals of property tax valuations from the 2026 revaluation. Property owners that are to be heard on this date have been notified by the Tax Administrator. No further business will be discussed.

**Monday Meeting Recessed - will reconvene on Tuesday**

On Monday evening, the Board of Commissioners reviewed two budget scenarios using the 2026 Schedule of Values and the 2022 Schedule of Values (See meeting agenda for more information on legislation impacts).  The Board elected to recess the Monday evening meeting as the County was notified that SB474 is calendared for a general assembly vote on Tuesday (June 30th).  If SB474 is passed as written, Chowan County will no longer be exempted from SB 889 which enacts a moratorium for counties that adopted a 2026 Schedule of Values. 

Because of the anticipated action from the General Assembly, the Board voted to recess the meeting and will reconvene on Tuesday, June 30, 2026 at 6pm. The meeting will reconvene at the Chowan County Public Safety Center, 305 West Freemason Street, Edenton, NC.  The business scheduled for consideration will be agenda Item # 7 FY 2026-27 Budget and Budget Ordinance Adoption.

Public Hearing Notice:  

NOTICE IS HEREBY given that a Public Hearing will be held before the Chowan County Board of Commissioners at 6:00 pm on Monday, June 15, 2026, at the Chowan County Public Safety Center, 305 West Freemason St., NC, to receive public comment regarding economic development incentive appropriations for the purpose of aiding and encouraging retail (grocery) development.

This is in reference to a request from the Town of Edenton on behalf of a grocery store for an annual incentive in the amount of $100,000 annually for five (5) years. Total Incentive $500,000.

The incentive would be paid through an interlocal agreement with the Town of Edenton to the recipient.

The benefits to the public expected to be derived from the expansion project as a result of the incentives being considered include: the enhancement of the sales tax base and the creation of new jobs.

The public is invited to attend the hearing at which time there will be an opportunity to be heard in favor of, or in opposition to, the above item.
