CBOE Early Voting Observer Information - Oct 5, 2026

As we get ready for Early Voting for the November 2026 General Election, I wanted to send a quick update about party observers.

Political parties may appoint observers to observe the voting process during Early Voting. Observer appointments need to be submitted to the Chowan County Board of Elections by noon on the business day before the observer is scheduled to serve.

For each Early Voting site, a county political party may designate:

  • Two site-specific observers

  • Ten county at-large observers, who may observe at any voting site in Chowan County

Observers should check in with the Chief Judge/Site Manager when they arrive and wear the observer identification tag provided.

Observers are welcome to watch the voting process and take notes. They may move around the voting area as permitted, but they cannot interfere with voters or election officials, compromise voter privacy, or position themselves where they can see how someone marks their ballot. Photography and recording inside the voting enclosure are not permitted.

A site-specific observer may be replaced after serving at least four hours. County and state at-large observers may be replaced at any time.

We are happy to have observers at Early Voting and appreciate everyone's cooperation in helping us maintain a smooth and orderly voting process.

If your party plans to have observers, please send us your observer list ahead of the dates they will be serving.

Voter Eligibility for People Serving Felony Sentences

Once a person is convicted of a felony, they lose the right to vote in North Carolina until they have completed their sentence. This includes completing any aspect of their sentences in prison or jail, as well as any period of probation, post-release supervision, or parole associated with a felony sentence.

Once their period of supervision is over, a person convicted of a felony automatically regains the right to vote. They must still register to vote, even if they were previously registered to vote prior to being convicted of a felony.

Having financial debt associated with a felony sentence — for example, fines, fees, or restitution — does not necessarily make someone ineligible to register or vote. Someone can have their probation period extended due to failure to pay such financial debt, in which case they are still not eligible to vote. However, probation can and does end for many people with remaining debts. If a person’s period of felony supervision is over, they regain their voting rights, even if they have remaining debts associated with their sentence.

As part of regular processes to maintain the accuracy of the voter registration rolls, the State Board and county boards of elections receive regular updates from the N.C. Department of Adult Correction and U.S. Department of Justice on North Carolinians who are not eligible to register or vote. Such names are removed from the voter rolls, upon notice and an opportunity for the voter to object.

Note: When you are convicted of a misdemeanor in North Carolina, you do not lose your right to vote, even if you are incarcerated.

Voter Registration Deadlines

The regular voter registration deadline is 25 days before an election. Eligible would-be voters who become naturalized U.S. citizens or whose rights are restored after being released from prison or jail for a felony sentence ahead of Election Day, but after the regular voter registration deadline, may register and vote during early voting.

NC's Photo ID Requirement for Voting

Voters will now be asked to present a valid photo identification when voting in person. If you do not have a valid photo ID card, you may obtain one from your county board of elections prior to the election, through the end of the early voting period.

If you do not have a valid photo ID card on Election Day, you may still vote and have your vote counted by signing an affidavit of reasonable impediment (or “Photo ID Exception Form”) as to why you have not presented a valid photo ID. The Exception Form can also be used if you have a religious objection to being photographed or are a victim of a recently declared natural disaster.

As an alternative, if you don’t have your ID when you vote, you can still vote and then bring your valid photo ID to your county board of elections by 5 p.m. on the ninth day after Election Day (or the sixth day after Election Day for September or October local elections).

If you vote by mail, then you must include a photocopy of a valid photo ID when returning your ballot. You may also complete the Absentee Photo ID Exception Form that is provided with your absentee ballot materials.

A list of all types of ID that can be used for voting is available on the State Board of Elections Voter ID webpage. For information on how to get a free ID, see Get a Free Voter Photo ID.
